I dont think anyone is "incapable" of believing anything. "Believing" is simply one's opinion, and nothing more than that. I think people over-spiritualize the term belief. Anyone is capable of having any opinion they want to have.

Also is anything 100 percent provable? i doubt it.

George Washington and Abe Lincoln cannot be demonstrated so we do not have 100 percent proof that they were not invented characters for some greater cause. There is a degree of blind faith in claiming either one existed.

I still think its a question of the will.
